Why This Is a Principle
This derives from Working Memory Capacity Limit (working memory limits), Exponential Information Decay (exponential decay), and Open-Loop Cognitive Cost (Zeigarnik) (unexternalized commitments consume working memory). It prescribes mandatory externalization at handoffs because internal context is not portable. Highly general principle for any multi-mode cognitive work.
