Why This Is a Principle
Derives from Average cycle time equals work-in-progress divided by (Little's Law: cycle time = WIP/throughput) and The behavior of a system arises from its structure, not from (system structure determines behavior). The principle prescribes using queue observation as a diagnostic method for constraint identification. Queue growth is a visible signal of the invisible constraint. This is more specific than a general principle, but it's still general enough to apply across many process types.
