Every priority system needs an explicit 'not now' tier — without it, deferred items inflate the middle
Include an explicit 'not now' or lowest-tier priority type to prevent deferred items from inflating middle categories and to create visible records of deliberate exclusion.
Why This Is a Rule
Without an explicit lowest tier, items that should be deliberately excluded get stuffed into the next-lowest available category. A three-tier system (Critical, High, Medium) that lacks a "Not Now" tier forces deferred items into Medium — which inflates Medium until it becomes meaningless. The Medium tier accumulates everything from "genuinely moderate priority" to "I don't want to deal with this but have no place to put it."
An explicit "Not Now" tier solves this by giving deliberate exclusion a home. "Not Now" means "I've considered this and deliberately chosen not to act on it during this planning period." This is fundamentally different from "I forgot about it" or "I haven't triaged it." Deliberate exclusion is a decision worth preserving — it shows what you chose not to do, which is as diagnostic of your priorities as what you chose to do.
The visible record of deliberate exclusion also prevents re-triage: items in "Not Now" don't need to be reconsidered until the next planning period. Without the tier, deferred items remain in the active backlog, consuming triage attention every time you review.
When This Fires
- Designing a new priority system
- When the middle tier of an existing system has become bloated and undifferentiated
- During triage when items feel unimportant but have no appropriate category
- When you want to distinguish deliberate deferral from forgetting
Common Failure Mode
Not using the tier because it feels like giving up: "I shouldn't label anything as 'not now' — everything should be worked on eventually." But "Not Now" is honest prioritization. You can't work on everything. Items that won't be addressed this period should be explicitly deferred rather than sitting in a middle tier creating the illusion that they'll be reached.
The Protocol
In any priority system: (1) Include an explicit lowest tier: "Not Now," "Deferred," "Backlog-Someday," or equivalent. (2) During triage, actively use it: items that won't be addressed this period go here — not into Medium. (3) Periodically review the tier (quarterly): have conditions changed that would promote any items? (4) The presence of the tier keeps middle categories honest by giving non-urgent items an appropriate home.
