Why This Is a Principle
This derives from Agents are systems defined by perceiving their environment (agents perceive and act), Behavior requires an initiating signal to occur at a (behavior requires initiating signal), and Behavior occurs when three elements converge simultaneously: (behavior requires motivation, ability, prompt). It's a design principle for systems: sensing without correction is incomplete. Not foundational itself but follows from axioms about agency and behavior initiation.
